By 2020, the number of international students at the school is expected to peak at 1,000. According to the Shanghai Municipal Education Commission, there were over 53,800 international students studying in Shanghai in 2013, 30 percent more than in 2010.

According to the regulations of the Bureau of Exit and Entry Administration of the Ministry of Public Security, foreigners with at least two years of work experience aged between 24 and 60 are able to apply for a work permit in China.

The Xinhua article did not reveal specific rules but the reform plan will likely include the establishment of a free trade port inside the FTZ, which has a higher standard and has a different regulatory regime. The plan aims to lower the barrier for foreign investors on company listings and bond financing, according to officials familiar with the matter who were cited by the Shanghai Securities News earlier.

"The banks are competing to be the first to issue," a source at a regulatory agency said. The issues will target non-financial firms and individuals. Banks can now issue large- denomination certificates of deposit on the interbank market.  Deposit rates would vary from province to province, the sources said. The three banks were still assessing the potential demand for the certificates, sources said. The interest rate for the certificates would be within 1.5 times the benchmark deposit rate, they added.  One of the sources said Agricultural Bank and ICBC would offer certificates of six months and one year and price them at 1.4 times the benchmark deposit rate, based on feedback from branches.  The minimum purchase of the certificates for an institutional investor was set at 10 million yuan and at 300,000 yuan for individual investors.

The top two coffee trading bourses in the world are the Intercontinental Exchange in New York and the Euronext LIFFE in London. "Shanghai's geographical location plus the preferential policies of the FTZ, in areas like finance, taxation and trading, are good indicators (of reaching the goal)," said Wang Zhendong, chief officer of the center. The center has been set up by the Shanghai Coffee Association, of which Wang is the director, and approved by the FTZ and the Shanghai Municipal Commission of Commerce.

It is hoping to tap into the growing demand for asset investments from Chinese investors in overseas markets amid the volatile domestic stock market and the fluctuating value of the yuan. The entity will invest mainly in hedge funds in the United States and European markets and pursue a strategy that focuses on stable investment returns, Ling Xinyuan, China chairman of UBS Asset Management, said in Beijing on Thursday. UBS managed to deliver positive investment returns for its clients even when the global markets saw sharp volatilities in August, Ling said, adding that the average investment return of UBS' hedged fund has been about 8 to 9 percent over the past three years. UBS joined a slew of foreign hedge funds and asset managers including Man Group Plc, Citadel LLC, Oaktree Capital Group LLC, and BlackRock Inc, which have gained the QDLP licenses. So far, at least 14 foreign institutions have obtained the licenses to raise private funds in the Chinese mainland under the scheme.
