Mercosur and the EU appear set to exchange formal offers on tariffs by the end of the year, raising hopes that the South American bloc is close to clinching the biggest trade deal in its 24-year history.

The two sides have revived the stalled talks in hope of a deal this year that would cement an expanding trading relationship. Mercosur includes Brazil and Argentina, South America’s two largest economies. But Phil Hogan, EU agriculture commissioner, has said Mercosur will have to moderate its demands to achieve a breakthrough. “There will always be sensitive products in the EU that will have to be protected and chief among those are beef and ethanol,” Mr Hogan told the Financial Times. The EU started talks on a pact with Mercosur in 1999 but negotiation soon faltered over access to agricultural markets, with Europe’s farming sector deeply anxious about an influx of cheap beef, sugar and poultry from Latin America. Brussels has moved to prioritise the Mercosur negotiation — as well as talks to upgrade an existing EU-Mexico trade pact — since it reached a free-trade agreement with Japan in July. It sees a deal with Mercosur as another way to promote free trade in the face of concerns about US protectionism under Donald Trump.
Argentina and other members of Mercosur, the South American trade bloc, are seeking to finalize a trade deal with the European Union. https://www.ft.com/content/08d20f78-afef-11e8-8d14-6f049d06439c Mercosur and the EU must close a long-awaited trade accord when negotiators meet this month or risk it being derailed by elections on both continents, Aloysio Nunes Ferreira, Brazil’s foreign minister, has warned. After 20 years of talks, the two sides have agreed 12 of the 15 chapters in the accord, but several thorny agricultural issues remain. These include quotas on meat and sugar exports to the EU from Mercosur, the South American trading bloc whose full members are Argentina, Paraguay and Uruguay as well as Brazil.  Bolivia, Chile, Peru, Colombia, Ecuador and Suriname are associate members, while Venezuela has been suspended.  Negotiators are scheduled to meet in Montevideo, the capital of Uruguay, from September 10-14 to try to finalise the deal. If they fail to do so, said Mr Nunes, a new set of politicians could come to power who might rob it of its momentum.
