The award recognizes Mr. Lam's work spearheading the Pacific Bridge Initiative (PBI), a bilateral agreement between the United States and Hong Kong to boost U.S. exports to and through the Special Administrative Region.The PBI calls for the two governments to collaborate on trade shows and trade missions, conferences, business matchmaking, and media outreach. The three-year agreement was signed by Mr. Lam and U.S. Assistant Secretary for Trade Promotion Suresh Kumar in Hong Kong on November 15, 2010. The PBI is the first-ever undertaking by a statutory body outside of the United States to support President Barack Obama's National Export Initiative (NEI), which aims to double U.S. exports over five years. The pact elevates the S.A.R.'s status as a regional commerce hub. Following on its success, trade centers from Singapore and Stockholm to Casablanca are considering adopting similar agreements.

- 香港貿發局日前與福建省外事辦、福建省機電產品進出口商會、福州市外商投資企業協會等聯合舉辦「透過香港--走向國際」閩港海外投資交流會，共同探討海外投資併購的機遇和挑戰。是次研討會由兩位香港服務業專家蔡國輝和譚禮耀擔任講者，和有意開拓國際市場的福建企業深入探討中國對外投資稅務考量以及內地企業如何善用香港的優勢構建海外營運中心。香港貿發局福建代表羅煥釗在會後接受本報採訪時表示，近年來，香港貿發局響應國家政策，與國家商務部合作，共同組織內地企業與香港企業聯合「走出去」，透過香港貿發局在海外的網絡，協助內地企業在海外做併購，與感興趣的國家或地區工商界建立聯繫，從而推動香港融入內地經濟發展。他舉例說，2014年10月，香港貿發局首次和福建省商務廳、泉州市政府聯手「走出去」海外投資考察團組，組織利郎等泉州龍頭品牌企業對接法國、意大利和西班牙的企業達89家，簽訂了2個協議，促成32個合作意向。http://pdf.wenweipo.com/2016/01/06/a25-0106.pdf
