《外國投資法》的草擬一波三折，2015年初草案公佈後曾引發軒然大波。商務部研究院研究員霍建國表示，這是因為在外商投資領域中，存在一些重要但尚未被識別出來的問題，需要平衡各方利益，既要對接國際規則，也需要考慮中國現實。霍建國指出，《外國投資法》內容紛繁複雜，有關規章和規範性檔數量龐大，需要一個認識逐漸深化的過程，也需要處理好各種利益關係。比如，中國正與美國、歐盟開展雙邊投資協議（BIT）談判，這些重要協議達成時間的早晚也在某種程度上影響了《外國投資法》的出台進度。另外，如何對待外商投資領域中的離岸公司、安全審查能否適用於綠地投資等複雜的問題需要廣泛徵求意見和建議，並取得各方認同。http://pdf.wenweipo.com/2018/03/11/a09-0311.pdf

-  Mr. Zhong Shan, a Han Chinese, is a native of Shangyu County, Zhejiang Province. He was born in October 1955, started his career in July 1972 and joined the CPC in June 1974. Mr. Zhong holds a PhD in economics from Zhejiang University and is a Senior Economist.  In November 2008, Mr. Zhong was appointed Vice Minister and member of the CPC Leadership Group of the Ministry of Commerce. In July 2010, he was appointed Vice Minister, Deputy China International Trade Representative and member of the CPC Leadership Group of the Ministry of Commerce. Mr. Zhong has served as China International Trade Representative (ministerial level), Vice Minister and member of the CPC Leadership Group of the Ministry of Commerce since March 2013. He was appointed China International Trade Representative (ministerial level), Vice Minister and Deputy Secretary of the CPC Leadership Group of the Ministry of Commerce in June 2014. Zhong Shan took office as Minister of Commerce and Secretary of the Party Leadership Group of MOFCOM in February 2017.

-  內地諮詢機構和君創業過去曾在對抗可口可樂及蘋果的反壟斷大戰中扮演助攻角色，現在則將矛頭對準美國快餐業龍頭麥當勞。據路透社昨報道，和君創業管理諮詢公司，向內地監管當局提出申訴，認為麥當勞出售中國業務之舉，可能損害員工及消費者。報道指，和君創業已針對麥當勞分別向中國商務部反壟斷局以及其主管特許經營的部門提出兩份申訴。有關申訴有可能拖延此案獲得監管當局批准。和君創業CEO李肅在一篇聲明中稱，「監管當局應該調查這筆交易，並加以限制以防止麥當勞濫用其市場主導地位」。中國商務部尚未回覆置評要求，中信股份、中信資本及凱雷均不予置評。http://pdf.wenweipo.com/2017/02/17/b01-0217.pdf

- China's Ministry of Commerce will impose anti-dumping measures on imported styrene monomer by requiring importers to pay a cash deposit on purchase. The Chinese mainland's styrene monomer industry has been "substantially" damaged by the dumping of styrene monomer from the Republic of Korea and the United States, as well as from the island of Taiwan, the ministry said in its preliminary ruling following an investigation launched last year. Starting on Tuesday, importers of the product from the above areas must place deposits with Chinese customs based on dumping margins of between 5 percent and 10.7 percent. Styrene monomer, also called phenylethylene, is widely used to make polystyrene, which in turn is used to make plastics and foam containers.
