http://www.ft.com/intl/cms/s/0/0135a5fa-a52f-11e4-bf11-00144feab7de.html Hun Sen, Cambodia’s prime minister and Asia’s longest-ruling leader, is notorious for the political tricks he’s used to survive in office for the past three decades. Now the former Khmer Rouge commander has a striking new weapon — an eccentric prince whom he once overthrew in a coup, but has returned to the fray as an ally for the man who humiliated him.
马德望 Battambang (Khmer: ក្រុងបាត់ដំបង; Batdâmbâng) or Krong Battambang (ក្រុងបាត់ដំបង, Battambang City) is the capital city of Battambang province in northwestern Cambodia.
Founded in the 11th century by the Khmer Empire, Battambang is the leading rice-producing province of the country. For nearly 100 years it was a major commercial hub and provincial capital of Siamese province of Inner Cambodia (1795-1907), though it was always populated by Khmer, with some ethnic Vietnamese, Lao, Thai and Chinese. Battambang remains the hub of Cambodia's northwest, connecting the region with Phnom Penh and Thailand. Battambang was established as an important trading city with around 2,500 residents in the 18th century. The population was centred along a single road parallel to the Sangkae River (Stung Sangkae). In 1795 Siam (modern-day Thailand) annexed much of north western Cambodia including the current provinces of Banteay Meanchey, Battambang, Oddar Meanchey, Pailin, and Siem Reap into the province of Inner Cambodia. The Siamese ruled Battambang as a provincial capital through the Thai-speaking Khmer Aphaiwong family, a branch of the Khmer royal family, which governed for six generations until 1907 when the province was ceded to the French to be reunited with Cambodia as part of the French Indochina colony.
https://www.mr-angkor.com/%E8%8D%94%E6%9E%9D%E5%B1%B1%E5%BA%AB%E5%80%AB%E5%B1%B1-koulen-mountain/
Kep (កែប) also romanized as Kaeb (Khmer: កែប, "Saddle") formally known as Kep Province (ខេត្តកែប) is the smallest province (khaet) of Cambodia. It is one of the newest Cambodian provinces, together with Pailin, Sihanoukville and Tboung Khmum, created by Royal Decree on 22 December 2008, which separated Kep municipality from the province of Kampot, as well as adjusting several provincial borders.[3][4] The provincial capital is Kep District and the province contains the Kep National Park.
- Under French rule Kep belonged to the Circonscription Résidentielle de Kampot, developing into Cambodia's most prestigious beach town. Established as such in 1908 and named Kep-Sur-Mer it was a thriving resort town for the French and Cambodian elite until the early 1970s. Constructed between 1953 and 1970 - after French occupation, Kep's modernist villas are unique. Architects Vann Molyvann and Lu Ban Hap who embodied Cambodia's golden age of architectural modernism, blended elements of the modern movement (Bauhaus, Richard Neutra and Le Corbusier) with traditional Khmer architecture, promoted by King Sihanouk - known as New Khmer Architecture. A major misconception about Kep is that during the Khmer Rouge years, much of Kep's French colonial era mansions and villas were destroyed. In fact, local residents, being in need of money and food, stripped down the villas so that they could exchange all these valuable parts in Vietnam for rice and cash.[citation needed] Many of Kep's villas are abandoned, but some of the town's former splendor is still apparent. The ocean is lined with wide sidewalks and large statues. Prince Norodom Sihanouk not only kept his own villa, but his own island as well. Ile des Ambassadeurs was a favorite spot for Sihanouk to entertain a regular stream of guests.

- Stung Treng was first a part of the Khmer Empire, then the Lao kingdom of Lan Xang and later the Lao kingdom of Champassack. After the Franco-Siamese war of 1893, Chiang Taeng (Stung Treng) was administered by French Lower Laos from 1893 to 1904. In 1904 French Laos traded the province to the French Protectorate of Cambodia in exchange for Champassak, leaving a small Laotian minority in Cambodia.Owing to its border location and the forested mountain areas in the northeast of the province, there was much communist guerrilla activity in Stung Treng during Cambodia's recent past. The insurgency lasted from the Vietnamese infiltration in the 1950s until the late Khmer Rouge years.

- Pchum Ben (Khmer: បុណ្យភ្ជុំបិណ្ឌ; "Ancestors' Day") is a 15-day Cambodian religious festival, culminating in celebrations on the 15th day of the tenth month in the Khmer calendar, at the end of the Buddhist lent, Vassa. In 2013, the national holiday fell on 03, 04, 5 October in the Gregorian calendar,[3] the 2015 season began on 23 September and ends on 12 October. The day is a time when many Cambodians pay their respects to deceased relatives of up to 7 generations.[4] Monks chant the suttas in Pali language overnight (continuously, without sleeping) in prelude to the gates of hell opening, an event that is presumed to occur once a year, and is linked to the cosmology of King Yama originating in the Pali Canon. During this period, the gates of hell are opened and ghosts of the dead (preta) are presumed to be especially active. In order to combat this, food-offerings are made to benefit them, some of these ghosts having the opportunity to end their period of purgation, whereas others are imagined to leave hell temporarily, to then return to endure more suffering; without much explanation, relatives who are not in hell (who are in heaven or otherwise reincarnated) are also generally imagined to benefit from the ceremonies. Pchum Ben is considered unique to Cambodia, however, there are merit-transference ceremonies that can be closely compared to it in Sri Lanka (i.e., offering food to the ghosts of the dead), and in its broad outlines, it even resembles the Taiwanese Ghost Festival (i.e., especially in its links to the notion of a calendrical opening of the gates of hell, King Yama, and so on).

- 朗诺 Marshal Lon Nol (Khmer: លន់ នល់, also លន់ ណុល; November 13, 1913 – November 17, 1985) was a Cambodian politicianand general who served as Prime Minister twice (1966–67; 1969–71), as well as serving repeatedly as Defense Minister. He led the military coup of 1970 against Prince Norodom Sihanouk and became the self-proclaimed President of the U.S.-backedKhmer Republic, ruling until 1975. He was the founder and leader of the short-lived Social Republican Party, and commander-in-chief of the Khmer National Armed Forces. After the Khmer Rouge took power, Lon Nol fled to the United States, and remained there until his death in 1985.
- Pol Pot (/pɒl pɒt/; Khmer: ប៉ុល ពត; 19 May 1925 – 15 April 1998), born Saloth Sar (Khmer: សាឡុត ស), was a Cambodian revolutionarywho led the Khmer Rouge from 1963 until 1997. From 1963 to 1981, he served as the General Secretary of the Communist Party of Kampuchea. As such, he became the leader of Cambodia on 17 April 1975, when his forces captured Phnom Penh. From 1976 to 1979, he also served as the prime minister of Democratic Kampuchea. He presided over a totalitarian dictatorship, in which his government made urban dwellers move to the countryside to work in collective farms and on forced labour projects. The combined effects of executions, strenuous working conditions, malnutrition and poor medical care caused the deaths of approximately 25 percent of the Cambodian population. In all, an estimated 1 to 3 million people (out of a population of slightly over 8 million) died due to the policies of his four-year premiership. In 1979, after the Cambodian–Vietnamese War, Pol Pot relocated to the jungles of southwest Cambodia, and the Khmer Rouge government collapsed. From 1979 to 1997, he and a remnant of the old Khmer Rouge operated near the border of Cambodia and Thailand, where they clung to power, with nominal United Nations recognition as the rightful government of Cambodia. Pol Pot died in 1998, while under house arrest by the Ta Mok faction of the Khmer Rouge. Since his death, rumours that he committed suicide or was poisoned have persisted.

- Khmer people (Khmer: ខ្មែរ, Khmer pronunciation: [kʰmaːe], Northern Khmer pronunciation: [kʰmɛr]) are a Southeast Asian ethnic group native to Cambodia, accounting for 97.6% of the country's 15.9 million people.[11] They speak the Khmer language, which is part of the larger Austroasiatic language family found throughout eastern and central India and Bangladesh, in other parts of Southeast Asia (including Vietnam), South China and numerous islands in the Indian Ocean. The majority of the Khmer are followers of the Khmer style of Buddhism, a highly syncretic version that blends elements of Theravada Buddhism, Hinduism, animism and veneration of the dead.[12] Significant populations of Khmers reside in adjacent areas of Thailand (Northern Khmer) and the Mekong Delta region of neighboring Vietnam (Khmer Krom), while there are over one million Khmers in the Cambodian diaspora living mainly in France, the United States andAustralia.
- The legendary founders of the kingdom of the Kambuja are the brahmin Kambu Swayambhuva and the Nāga princess Soma or Mera. Their marriage is said to have given rise to the name Khmer. The Khmer people named their kingdom Kambuja after the kshatriya Kambojas of Iron Age India. The Kambuja tribe are believed by modern scholars to have been an Iranian people, but links between the Kambuja tribe and the Kambuja kingdom at this stage of research are still unclear. Cambodia was created when an ancient Indian Brahmin priest married Princess Soma, a Naga princess, upon following an arrow in his dream that pointed in the direction of somewhere in Cambodia. As a dowry, the father of princess Soma drank the oceans, and the land that was revealed underneath became Cambodia, with the descendants of the priest and the princess the people known as the Khmer. This myth explains the phenomena of why the oldest Khmer wats, or temples, were always built on mountaintops, and why today mountains themselves are still revered as holy places

History
- The Mayaguez incident took place between the Democratic Kampuchea and the United States from May 12–15, 1975, less than a month after the Khmer Rouge took control of the capital Phnom Penh ousting the U.S. backed Khmer Republic. It was the last official battle of the Vietnam War. The names of the Americans killed, as well as those of three U.S. Marines who were left behind on the island of Koh Tang after the battle and were subsequently executed by the Khmer Rouge, are the last names on the Vietnam Veterans Memorial. The merchant ship's crew, whose seizure at sea had prompted the U.S. attack, had been released in good health, unknown to the U.S. Marines or the U.S. command of the operation before they attacked. Nevertheless, the Marines boarded and recaptured the ship anchored offshore a Cambodian island, finding it empty.[1] It was the only known engagement between U.S. ground forces and the Khmer Rouge.

- With the country’s National Single Window (NSW) system now up and running, it is expected that traders will benefit from streamlined customs clearance procedures, including the facility to submit import/export documents online, while also being able to pay any required fees or taxes via the same channel. The system can also process export/import licences, as well as permits for the transit/Import of goods for re-export. In another plus, businesses will be required to submit their key information only once, with the data then shared across all relevant government agencies. In line with the government’s commitment to facilitating intra-ASEAN trade, the system is fully integrated with the ASEAN Single Window (ASW) electronic data-sharing system. This will see cargo clearance procedures expedited, while any relevant data and import/export documentation will be accessible by all participating members of the ASEAN bloc.http://economists-pick-research.hktdc.com/business-news/article/Regulatory-Alert-Asia/CAMBODIA-Trade-Portal-Set-to-Streamline-Export-Procedures-and-Curb-Corruption/raasean/en/1/1X34B7KV/1X0AHX45.htm

festival

- Nol was born in Prey Veng Province on November 13, 1913, to a family of mixed Khmer-Chinese descent.[3] His father Lon Hin was the son of a Khmer Krom from Tay Ninh Province[4] who later served as a district chief in Siem Reap and Kampong Thom, after making a name for himself 'pacifying' bandit groups in Prey Veng.[5] His maternal grandfather was a Chinese immigrant from Fujian province[6] who later became the governor of Prey Veng.[4] Nol was educated in the relatively privileged surroundings of the Lycée Chasseloup-Laubat in Saigon, followed by the Cambodian Royal Military Academy.Nol found employment with the French colonial civil service in 1937. He became a magistrate, and soon proved himself as an efficient enforcer of French rule against a series of anti-colonial disturbances in 1939.[5] By 1946, he had risen to the post of Governor of Kratie Province. He became an associate of King Norodom Sihanouk, and by the late 1940s, when he set up a right-wing, monarchist, pro-independence political group, was becoming increasingly involved in the developing Cambodian political scene. Joining the army in 1952, he carried out military operations against the Viet Minh.

- http://www.phnompenhpost.com/national/inside-hun-familys-business-empire Cambodian Prime Minister Hun Sen’s family has amassed a “vast fortune”, with stakes in at least 114 domestic companies spanning most of the Kingdom’s key sectors, including major energy, telecoms, mining and trading firms, according to an investigation by Global Witness, which accuses the Hun family of flouting the country’s laws to build a business “empire”. Released today, the report, Hostile Takeover: The Corporate Empire of Cambodia’s Ruling Family, details the vast holdings of the Hun family across 18 sectors, finding that 27 relatives of the premier are linked to companies whose official share capital value is more than $200 million. The data, collected from the Ministry of Commerce’s own business registry, does not provide information on revenues or profits, meaning the figures represent just a fraction of the companies’ worth. Further, the report – and sources spoken to by the Post – stress the paper trail is just “the tip of the iceberg”, stating the family is believed to use proxies to hide the true size of its business empire and its members’ personal fortunes. https://www.theguardian.com/world/2016/jul/07/stranglehold-hun-sen-rules-cambodia-and-his-family-own-it-says-report

- a traditional breakfast called num banh chok or Cambodian noodle –rice noodle served with fish gravy and freshly foraged wild grown Cambodian vegetables (some of which does not have an English name), eaten with a few chilli peppers on the side. Like all our morning breakfast in Cambodia, it’s served at room temperature, in a plastic bag, delivered to our house. No, we did not make the call for delivery. Every morning, our local vendor would take her bike, filled her basket to the brim with all sorts of breakfast food and wild grown vegetables, and bike around the area serving anyone who’s hungry –she’s just a loud holler away.
- https://www.quora.com/What-word-has-the-weirdest-etymology Vietnamese and Khmer do have a normal sort of reduplication. In Vietnamese, “gentle” is nhẹ, but “very gentle” is nhẹ nhẹ; Khmer reduplicates words so often that its alphabet has a special character, ៗ, to indicate that the previous word was reduplicated. Those kinds of reduplication are normal and expected and obey all the rules that reduplication does in other languages. But there’s another kind of reduplication they use: an odd sort between reduplication and compounding. In this sort of reduplication, first, you take a word; then you repeat it; and now it has some meaning that is an extension of the meaning of that base word. Except, about that base word and the repeated word - they’re not the same word. That is, if you have the Khmer word kee, “heritage”, and want to reduplicate it, you don’t say kee-kee, you say kee-mɔrdɔk, where mɔrdɔk also means “heritage”. A similar compounded/reduplicated word is cah-tum, “elder”, where cah is reduplicated with tum, both meaning “old”. Or in Vietnamese, to reduplicate dơ, “dirty”, you add bẩn, with the same meaning, for dơ bẩn, “filthy”. “Sin” is tội lỗi, a reduplication of tội, where tội is “offense” and lỗi is “fault” - near-synonyms, but synonyms nonetheless.

- http://www.phnompenhpost.com/national/278m-lon-nol-era-debt-still-hangs-over-cambodia Lon Nol's coup d'etat against then-Prince Norodom Sihanouk in March 1970 triggered nearly 30 years of war in the country. While some assert the coup was backed by the CIA, there is no clear evidence of that claim. However almost as soon as he took over, Lon Nol needed US help to survive. Government soldiers lost ground to communist troops, Phnom Penh became flooded with refugees, and the country lost most of its ability to grow food. Lon Nol became so unpopular he was forced to rig a national election to beat liberal politician In
Tam. The economy and war effort became entirely reliant on American aid. By the time Phnom Penh fell to the Khmer Rouge in 1975, the US had poured $1.9 billion into propping up the Lon Nol government. Although Nixon once called aid to Cambodia "the best foreign policy investment the United States has made in my lifetime", much of it was squandered.
- http://www.aljazeera.com/news/2017/03/anger-cambodia-50-year-debt-repaid-170313052712914.html A recurring demand by the United States that Cambodia repay $500m in "war debt" has prompted fury in the Southeast Asian nation. The loan started out as $274m in the 1970s, which the US says was used for food supplies, but Cambodian Prime Minister Hun Sen has called it "dirty money" and said it was used to buy weapons. Sen said the US had no right to demand repayment of a debt that was "blood-stained" from US bombing of Cambodian territory during the Vietnam war.Sen called on US President Donald Trump to cancel the debt late last year, but Washington ignored pleas to cancel the decades-old arrangement.Between 1972 and 1974, the US Department of Agriculture financed $274m in purchases of US cotton, rice and flour by the US-backed Khmer Republic, then an ally in the war to stem the spread of communism in Southeast Asia. During that time, the US dropped more than 500,000 tonnes of explosives on Cambodia's countryside.

- Cambodia has reopened the final stretch of a railway running from the capital Phnom Penh to the border with neighbouring Thailand, the first time the line has been operational in 45 years. The Asian Development Bank provided US$13 million in 2009 to rebuild the missing link which aims to slash travel time between the two countries and boost trade. Cambodian transport minister Sun Chanthol said a train ran Wednesday morning from the northwestern province of Pursat to Phnom Penh, the last remaining section of the track between the two countries to be finished.Cambodia and Thailand still have to hash out an agreement on trains crossing the border but Sun Chanthol said the two countries hoped to strike a deal soon.Much of Cambodia’s railways – built by the French during their colonial occupation – were damaged by years of bitter conflict that engulfed the country during the cold war era. Officials hope that annual bilateral trade between the two countries will reach US$10 billion in 2023.In all, with Chinese investors, traders, service entrepreneurs, factory managers, tourists, diplomats, teachers, journalists and subcontractors flocking to Cambodia, China’s influence over economic and political affairs in the small Southeast Asian country is undisputed.Since the demise of the Khmer Rouge regime in 1979, Cambodian Teochew developed their own regional connections – to China but especially also to fellow Teochew in Thailand and Singapore – and forged a tight-knit local network of traders and shopkeepers that now controls a wide range of sectors. For tycoons operating within Phnom Penh’s elite, China is an export destination for Cambodian timber and cash crops, and “new” Chinese investments provide business opportunities in the form of construction contracts and joint ventures in real-estate development, industrial parks or the energy sector. Successful collaborations between local tycoons and “new” Chinese investors reveal a basic arrangement: the Chinese bring in investment and technical expertise, while the Cambodian partner provides the land, which foreigners are not allowed to own, and political “backing”. It is this arrangement that facilitates the establishment of production facilities and tourism ventures, and that has fuelled Phnom Penh’s luxury real-estate boom over the last decade. Thus the tycoons bridge regional Chinese business networks and Phnom Penh’s highly politicised business sphere, while pocketing large sums of money in the process (no small part of which allegedly flows back to their political patrons). Although investors from China give preference to dealing with local ethnic Chinese, again, the role of shared Chinese identity must not be overstated. Business deals between Cambodian Chinese tycoons and “new” Chinese investors typically spring from Cambodian People’s Party patronage – a number of tycoons have joined Hun Sen on his visits to China – more than shared ethnic background. Many tycoons cannot speak Chinese fluently, have no established network in China, and self-identify as Khmer. Besides, “new” Chinese investments often bypass the “old” Chinese. Infrastructural projects, including the construction of bridges, roads and hydropower dams, tend to be wholly financed and executed by Chinese state-owned enterprises, and over 40 Chinese firms currently hold so-called Economic Land Concessions – large land areas that they lease directly from the Cambodian state for periods of up to 99 years to develop resorts or plantations. All in all, business exchanges among “old” and “new” Chinese often rely on family connections (among SMEs) or Cambodian People’s Party matchmaking (among the tycoons), more than shared Chinese ethnicity per se, and many local firms – big and small – neither benefit nor suffer from the “new” Chinese presence. That said, the impacts of “new” Chinese investments, businesses and migration on Cambodian society are vast. It can be argued that although “new” Chinese involvement does not fundamentally alter Cambodia’s politico-economic order, in two ways it has further perpetuated this order.

Hun Sen’s comments came a day after Spanish activist Alex Gonzalez-Davidson, who had campaigned against the dam, was deported for overstaying his visa. “From now until 2018, there will be no permission to build [the dam],” said Hun Sen, whose mandate as prime minister ends in 2018. “Now I beg you to stop talking about it.” Gonzalez-Davidson was a co-founder of non-governmental group called Mother Nature, which has vocally opposed construction of the hydropower dam in southwestern Cambodia’s Koh Kong province. The report, posted this month on the website of the U.S.-based organization that conducted the study, said the Sambor dam would "generate large power benefits to Cambodia, but at the probable cost of the destruction of the Mekong fishery, and the certain enmity of Vietnam." It said the dam designed by China Southern Power Grid Co. would have a 620 square kilometer (239 square mile) reservoir and dwarf the biggest dam currently being built on the Mekong, the Xayaburi dam in Laos, which was bitterly opposed by environmentalists for years.

Cambodia has long drawn tourists to sights ranging from the Khmer Rouge killing fields to the magnificent temples of Angkor. Now the country is looking to a new market: Chinese gamblers who are deserting Macau, the region’s traditional casino hub. Now Naga, which started off as a riverboat casino on the Mekong in Phnom Penh in the mid-1990s, is pushing to capitalise on what it describes as the “huge opportunities” created by Macau’s woes. The company plans to increase its existing 1,700 hotel rooms built or under construction to 4,000, and is also using two aircraft to fly in Chinese tourists — one of many such “junkets” organised by ambitious gaming operators to tempt punters. But the company ran into a hitch late last year when a project to expand its flagship NagaWorld complex into the grounds of a neighbouring Buddhist library triggered protests by monks. Naga describes the incident as “rather unfortunate,” and says it has shelved the plan, but some of the monks involved remain concerned. “We do not believe this thing can stop forever,” says Venerable Thong Narith, a demonstration leader. “If things go negative and they keep going with their plan, we will protest again.” Naga has also faced scepticism about its perceived closeness over two decades to the long-ruling Cambodian People’s party government, which awarded it a 70-year casino licence and a 41-year monopoly on gaming within a 200km radius of Phnom Penh. Critics says the cosiness is symbolised by NagaWorld’s prime position next to the country’s parliament — and by what the company describes as an emergency exit gate that links its premises to the foreign ministry. In 2001, Chen Kip Keong, Naga’s chief executive and controlling shareholder, became an economic adviser to Hun Sen, Cambodia’s prime minister of 30 years. Naga’s Mr Lee retorts that the company secured its Cambodian permits in 1995 in an “absolutely above board” process overseen by the UN, which had mounted a peacekeeping operation in the country in 1992-93 to prevent a return to the devastating conflict of the Khmer Rouge years. “Over the years we have grown and are very much part of nation building,” Mr Lee says, citing the company’s contribution to tourism and employment in one of the region’s poorest states. “We are part of the economic fabric of the country.” But even as Naga doubles down in its home market, a hint of the wider competition to come lies in the faraway battle it is waging with a rival consortium to tap the Chinese market with new developments in the Russian city of Vladivostok. Other analysts highlight perhaps an even greater threat just across Cambodia’s frontier, as still more countries seek to tap the Asian gaming bonanza. “Vietnam could allow Vietnamese to gamble,” say analysts at Morgan Stanley, referring to proposals floated in Hanoi to allow tens of millions of Vietnamese people to bet legally at home. “This could have a negative structural impact on NagaCorp’s mass market.” - https://www.ft.com/content/79faf14a-15f5-11e8-9376-4a6390addb44 Casinos including the Oriental Pearl and the New Macau line the streets of Sihanoukville, a Cambodian port and resort town. This city of fewer than 100,000 people will soon boast 30 casinos, with 10 built last year alone, according to local officials. But with Cambodians prohibited from gambling, the complexes primarily serve Chinese tourists and often employ Chinese staff, angering locals in a poor country where jobs are scarce. An estimated 120,000 Chinese visited Sihanoukville last year, double the number of 2016. Sihanoukville’s casino boom is one of the most vivid consequences of the forthright embrace of China by Hun Sen, the prime minister. Beijing backs the authoritarian leader politically and has extended loans for the construction of dams and roads, even as his crackdown on the opposition, media and civil society groups has been condemned by the EU and the US. The Chinese tourist influx has boosted the city’s property prices and spawned a growing number of high-rise buildings but it has also brought problems.
