The United States-led Trans-Pacific Partnership (TPP) trade agreement of 12 Pacific Rimcountries, including the US, Japan, Brazil and Australia, is widely seen as the most importanteconomic pact in recent years. The deal that covers about 40 percent of the world economy cuts import tariffs and setscommon standards for trade and a range of related issues such as market access, intellectualproperty rights and finance. Although the agreement was signed in Atlanta in the US after fiveyears of sometimes bitter and tense negotiations, it must be ratified by lawmakers from everycountry. The TPP, when in place, will almost definitely have a major impact on Hong Kong as a premierregional hub of commerce and finance. The fact China is not a member of the pact has led someeconomic analysts to warn that Hong Kong's role as the "super-connector", as the governmentloves to say, could diminish. In an article published in Shanghai Securities News last Saturday, People's Bank of China ChiefEconomist Ma Jun predicted that the TPP would shave off an estimated 2.2 percent from themainland's GDP. The mainland manufacturing sector is expected to be hardest hit by increasedcompetition from neighboring economies which are members of the pact. This, in turn, would trim the growth of Hong Kong's export trade - which consists mainly of re-exports to and from the mainland. The spillover effect of declining trade activities could have afar reaching impact on other services sectors. This includes trade financing, cargo handling andlogistics. Federation of Hong Kong Industries Honorary Chairman Stanley Lau Chin-ho was quoted in theSouth China Morning Post for conceding that TPP is "unfavorable" to Hong Kong. "But it's not theend of the world," he added. Of course it is not. In assessing the impact of TPP, it is important to bear in mind that themainland is not Hong Kong's only major trading partner. In a written reply to questions from the same newspaper, Hong Kong's Trade and IndustryDepartment stated the government's stand in welcoming and supporting regional initiatives infree trade. "The TPP, in which many of our major trading partners are participating, is on ourclose watch," the statement said. As a free port, Hong Kong has always thrived on the free movement of goods and services. Whilethe government is watching, many Hong Kong business people are already making plans to takeadvantage of the opportunities that TPP may offer. As Lau said, the TPP deal might speed up the migration of Hong Kong factories from themainland to TPP countries, particularly Vietnam. In fact, this migration process has started someyears ago when wages in the Pearl River Delta (PRD) region began to rise. But the progress ofmigration to other low- cost manufacturing bases in Asia has been slow because of the oftenconfusing rules and regulations in different countries. TPP is expected to address that issue by seeking to impose a uniform regulatory environmentfor trade and investment in all member states. Foreign investments, accompanied by otheroffshore trading activities, have the potential to create jobs in the higher value-added chain ofthe manufacturing process, as demonstrated by Li & Fung, the trading conglomerate shaped bythe Harvard-trained Fung brothers, Victor and William. Unsurprisingly, TPP has given a strong boost to the Li & Fung's shares in the Hong Kong stockmarket. Reiterating the "buy" recommendation for the company, Bank of America Merrill Lynchsaid in a report last week that TPP is favorable to sourcing agents and manufacturers (because)it could strengthen their competitive advantage and bargaining power, which will lead to bothvolume and margin increases in the long run. Other than Li & Fung, the stock brokerage also listed Yue Yuen Industrial, a Taiwan footwearmanufacturer headquartered in Hong Kong, Stella Holdings and Shenzhou International as majorpotential beneficiaries of the TPP. It has raised Li & Fung's target price to HK$7.5 from HK$7.The company's shares closed slightly higher than HK$6 last week. Meanwhile, Hong Kong should continue to pursue closer economic integration with the mainlandand identify opportunities arising from its various initiatives to expand international trade andinvestment. But Hong Kong business people must set their sights beyond the PRD region. This isto fulfill the city's stated mission as the "super-connector"

八成信貸擔保計劃（SFGS）
- http://orientaldaily.on.cc/cnt/finance/20160530/00202_002.html八成信貸擔保計劃（SFGS）一二年推出至今，中小企使用率持續減少，今年第二季截至五月二十日為止，僅批出99宗申請。儘管今年財政預算案再出三招加強SFGS效果，立法會議員則表示會繼續與政府商討進一步改善計劃。一二年SFGS推出後大受市場歡迎，當年批出逾五千宗申請，可惜後勁不繼。金管局總裁陳德霖上周表示，有6至9%個案在銀行層面已停止申請程序，並未提交至按證審批，未來會討論改善，強調不會在中小企的艱難時期收緊審批。有銀行界人士解釋，SFGS逾九成五申請為無抵押貸款，過往貿易商佔不少比例，近期受大環境影響貸款需求，亦有中小企老闆比較後，由於按息僅約2至3厘，低於中小企貸款利率加保費的總融資成本，寧願將物業抵押用作周轉。立法會議會梁君彥指，希望政府能改善SFGS，他現時正與有關當局商議，若有具體方案再作公布。他建議有融資需要的中小企向銀行申請貸款時，要展示有捱過今次風浪的實力，增加銀行對企業的信心，切忌表示融資僅作短期周轉。

- http://www.scmp.com/news/hong-kong/article/1103139/sme-creativity-centre-help-local-companies-compete A new resource and training centre in Lai Chi Kok will help local entrepreneurs compete with mainland and foreign start-ups. The private-sector initiative, called the SME Creativity Centre, was launched on Monday to help small and medium enterprises move out of their comfort zones to seek new pastures. Gino Yu, a professor at the Polytechnic University's school of design, said: "People from the mainland are hungrier to expand to different markets and go online, while local businesses are often satisfied with doing what they've been doing for years." Yu is a co-founder of the centre along with private investors RGL Holdings, which provides support services to start-ups through its subsidiary, Hong Kong Commons. SMEs in Hong Kong are defined as companies with fewer than 100 employees. In the last decade, the government has invested more resources to help such enterprises, and established the consultation drop-in centre Success in 2001 under the Trade and Industry Department. But local entrepreneurs say support should not come from the government alone. "Entrepreneurs need to be supported and led by other entrepreneurs because the government won't be able to truly understand what entrepreneurs need," said Simon Squibb, who runs Nest, which nurtures start-ups. Still, the Creativity Centre founders think businesses can make use of government funds. Yu and RGL received HK$2 million from the department to start the centre. "Perhaps an organisation that is led by folks with a successful track record in starting and building SMEs and focused on integrating, exposing and connecting the broader community is worth trying," RGL managing director Jong Lee said. The first event the centre organised was TEDx, where international entrepreneurs spoke last month.

• 粵港服務貿易自由化推介會昨於香港舉行，廣東省港澳辦副主任黃鍛煉表示，國家發改委與國務院港澳辦下周將與廣東省政府，就粵港澳大灣區規劃召開最後一次意見徵求會，他又透露，大灣區規劃基本定稿，準備上報國務院審批，並爭取年底公布。香港工業貿易署副署長朱潘潔雯則指，粵港澳大灣區是國家策略重要一環，有利提升粵港兩地的總體經濟實力，而粵港兩地政府將會利用現有合作平台，在不同層面和領域加大推動大灣區的建設，及考慮更多便利港人在內地營商的措施。http://orientaldaily.on.cc/cnt/news/20171108/00176_026.html

- http://orientaldaily.on.cc/cnt/news/20151215/00184_006.html商務及經濟發展局常任秘書長容偉雄日前應邀出席廠商會晚宴，席上談及政府扶持中小企的措施，希望業界懂得善用。例如他特別提到的「發展品牌、升級轉型及拓展內銷市場的專項基金」（簡稱「BUD專項基金」），自二○一二年六月推出，政府準備了十億元作為該基金專用，但至今年九月，三年多以來只共批出二億九千萬元資助，僅佔總資助額不足三成，仍有充足的「彈藥」供中小企申請資助。容偉雄表示，當局就是聽取了業界的意見，於今年八月加推了「ESP申請易」計劃，把申請的文書手續簡化，並縮短審批時間，以鼓勵更多企業申請。此項計劃，旨在幫助在港實質運作三年的非上市公司，若有意在內地參展、設立網店、檢測認證、宣傳或申請專利，只需填妥簡化了的申請表格，並保證於一年內完成相關項目，便有機會獲得資助，最高額為十七萬元。
